MUSD’s Path to Return to In Person Teaching and Learning
Interim Superintendent Dr. Gary Rutherford provided an update regarding the district’s progress toward a
return to in-person instructional models. Five stages were presented, with the first two rolling out next week.
The Board was pleased to approve a Memorandum of Understanding with the Menifee Teacher’s Association
to put these initial phases into action:
Phase A: Special Education 1:1 Assessments (virtually and/or in person based on needs)
Phase B: In-Home Direct Contracted Agency Services per IEP provisions
A timeline for implementing the final three phases is less certain, as it will depend on COVID-19 rates,
guidance from county and state public health agencies, and following consultation with parents, employee
associations, and the Governing Board. These final phases all include adherence to COVID-19 safety
protocols and guidance from regulatory agencies. Based on current COVID-19 trends in Riverside County, it is
possible that the transition could begin sometime in October:
Phase C: Small Group Special Education In Person Instruction
Phase D: Hybrid AA/BB In Person Model
Phase E: Full return to Traditional In Person Instructional Model
 

2019-20 Unaudited Actuals
Mr. Walter Con, Interim Chief Business Official presented the 2019-20 Unaudited Actuals report. Ed Code
42100 requires that the Governing Board approve and file annual statements of all receipts and expenditures
of the District for the prior fiscal year with the County Superintendent of Schools on or before September 15th.
The approved report now reflects the actual activity of each fund of the District for the 2019-20 fiscal year.
 

Groundwork for the Reopening of Daycare In Place
Moving toward the re-opening of childcare programs in in MUSD, the Board approved agreements
that define the business relationship between the District and the childcare vendors. As soon as the
measures to ensure the safety of children and staff are in place, the childcare centers will re-open.
Right at School will provide childcare at Evans Ranch Elementary, Táawila Elementary, Ridgemoor
Elementary, Chester Morrison Elementary, Herk Bouris Elementary and Harvest Hill Elementary
school sites, and Catalyst Family Inc. (formerly Child Development Center) will reopen their
portables on District property at the following sites: Freedom Crest Elementary, Callie Kirkpatrick
Elementary and Southshore Elementary.
 

In Other Action…
A Public Hearing was held to receive community input regarding the Adoption of the Learning Continuity and
Attendance Plan (LCAP) for the 2020-21 School Year. Final approval of the LCAP will be on the agenda for
action at the September 22nd board meeting. The Board also approved the Application for a New School CDS
Code, creating a permanent home for the district’s remote and distance learning programs.
